          Lisen Bashkurti ka lindur në qytetin e Shkodrës në vitin 1957.

          6. Ne 1980 mbaroi studimet ne Akademinë e Arteve Tirane. Ne vitet 1984-1985 mbaroi studimet universitare për marrjen e Gradës Kandidat i Shkencave. Nga viti 1987 deri në vitin 1992, u përfshi tërësisht në jetën politike të vendit.

          Në fillim të viti 1992 është specializuar me grupin e parë të ambasadorëve, ku jepnin mësim një grup profesorësh nga Ministria e Jashtme gjermane.

          Lisen Bashkurti është Doktor Shkencash nga viti 1992 dhe ka titullin akademik Profesor i Asociuar nga viti 2008. Ai gjithashtu mban gradën diplomatike "Ministër Këshilltar" nga viti 2002.
